「ビジネスと人権」のとりわけ「救済」パートを議論する際に重要な役割を果たす国内人権機関ですが、日本ではいまだ存在しません。この点は、既にビジネスと人権国別行動計画（NAP）策定過程において、日弁連・市民社会から指摘をしているところです。
間もなくNAP原案が発表される見込みであるなか、マレーシア国内人権機関（SUHAKAM）元コミッショナー、タイ司法省NAP担当者をお招きし、そしてビジネスと人権に関して人権インパクトアセスメントを含め様々なガイドラインを発表しているデンマーク人権機関とTV会議でつなぎ、国内人権機関の役割についてビジネスと人権のコンテクストから問い直します。

【開催趣旨】
2011年に承認された国連ビジネスと人権に関する指導原則が定める国家の人権保護義務、企業の人権尊重責任と救済へのアクセスという３つの主要な柱の中でも、国内人権機関は国家基盤型非司法的グリーバンスメカニズムの一つとして救済へのアクセスを実現するために重要な役割を負うと考えられています。
本シンポジウムでは、国内人権機関の役割に関する理解を深めるために、国内人権機関の基礎知識と世界の現状について、海外から招聘した専門家からお話を伺った後、日本における国内人権機関設置の意義と国内人権機関の設置にかかる課題についてパネルディスカッションを行う予定です。
なお、本国際人権シンポジウムは、科学研究費助成事業（学術研究助成基金助成金）基盤研究（C）（一般）「人権影響評価の理論及び方法論に関する研究」（平成29－31年度、研究代表者：棟居徳子）の研究成果の一部です。
